WARM NATIONALIST GREETINGS!

After 7 months of waiting after our project proposal was submitted to the Executive Committee of UPV Cebu, FINALLY, the Small 2nd GATE IS NOW OPEN!

Thanks to the UPV Cebu Administration and Security Office for heeding our proposal, our call to open it for our convenience in crossing from Undergrad Building to AS Building, vice-versa.

The Small 2nd GATE IS NOW OPEN TO ALL FACULTY MEMBERS, STAFF AND STUDENTS, Monday-Saturday, 8-12NN & 1-5PM. Other people should only be allowed to enter the campus via main gate.

WHY JUST NOW?

After the proposal was approved, THERE WAS STILL A BIDDING FOR NEW SECURITY GUARDS dated December 2009. First update was the gate was assumed to be opened last January 2010; however, for some reasons, it was delayed. Next update was that it would just be opened starting next sem kay alanganin na, only three months left for this sem. Last update, last week, Administrative Officer Al Shariff told us it would be opened supposedly last week but again, for some reason, it was postponed until was finally opened YESTERDAY, MARCH 01, 2010.

IMPORTANT INFO

The implementation of the proposal this month is experimental. The guards have been monitoring how many students are now entering the 2nd gate to evaluate the impact of the project implementation. ,HIGHER NUMBER OF STUDENTS ENTERING THE GATE, HIGHER CHANCE FOR THE SUSTAINABILITY OF THE PROJECT.

For SECURITY REASON, in case student(s) look(s) UNFAMILIAR to the attending guard, such guard will be asking for ID, FORM 5 or any identification material(s). A companion may also ATTEST that student if he/she is a bona fide UP Cebu Student.

PLEASE BE CAREFUL IN CROSSING THE STREET.

On our side as the proponents, we would like to thank AY 09-10 Student Council Chairperson Ana Coritha Desamparado for helping us, students, to bring this matter and the project proposal to the Executive Committee (Dean, Division Chairs, Student Rep., Staff, Rep., etc.).

Thanks also to Nagkahiusang Kusog sa Estudyante for guiding us in this matter.

Most of all, WE EXTEND OUR GRATITUDE TO ALL ISKOLARS ng BAYAN who joined with us in calling for the RE-OPENING of the 2nd Gate.

Christ’s peace be with you!

In the class schedules set by the UP Visayas Administration, some students are having two consecutive classes, that is to say, there is no, even a single minute of time gap between these classes. Among them, there are also those whose consecutive classes are held in separate buildings (Undergrad and AS Building) so they still need to cross the street. Given such conditions, they complained that they sometimes get late in their next classes. As an alternative way to requesting the UP Visayas Admin to stop offering schedules that may lead to acquiring two consecutive classes, they beg to re-open the second gate so that they would only spend less time in traveling to the other building.

Along with their request, we, the undersigned SC councilors, crafted a proposal (attached in this letter) to mainly re-open the second gate. This proposal was passed to and approved by the august body of the UPVCC Student Council.

Sir, we are hoping that you would give attention to this important matter as it would really avoid the students from getting late in their respective classes. Thank you very much and God bless!

A PROPOSAL TO REQUEST RESPECTFULLY THE UPVCC ADMIN TO REOPEN THE SMALL SECOND GATE EVENTUALLY RECOMMENDING THE UPVCC SC
TO REQUEST THE LOCAL GOVERNMENT OF BRGY. LAHUG TO PLACE
TRAFFIC AIDES ON THE TWO PEDESTRIAN LANES

Rationale:

Recently, some first year students complain that they get late in their next classes. According to them, it will take much time for them to go to their next class located at the other building (e.g., AS Building to Undergrad Building, vice-versa). It has found out that even other students from higher years have the same complaint and have been complaining since their first year in the college.

Lately, a student was caught jumping over the UP Oblation Square to get out of the main campus just to catch up for their examination in the AS Building. On the last week of July, Fine Arts students were reported to have slyly opened the small second gate to transport bamboos from the AS building back to their room that is in the Undergraduate building.

Most of the students complaining are those having two consecutive classes, that is, there is no, even just a little, gap of time between their classes. According to them, the best alternative way to solve this daily problem is to reopen the second gate, even just the small gate.

The second gate of UPVCC used to be open for access. However, it was closed due to accidents met by UP students before. Meanwhile, traffic aides were placed on one of the pedestrian lanes last year. However, there are no more traffic aides existing as of the moment for the reason that the UPVCC High School Parents and Teachers Association could no longer finance the honorarium of the traffic aides.

On the other hand, it is a duty of an institution to help its students to be comfortable in their studies or help its students to diminish the impediments in their studies. Moreover, in the Philippine Constitution, it is also the duty of the State to secure its people, including the students. This means the State shall also spend its budget, as deemed necessary, for the welfare of its people, one of which is security from road accidents.

Objectives:

This project proposal aims to help the students with the following objectives:

1. To help the students not to be late in their classes. Reopening the second gate will shorten the time of students to travel from a building to the other building, in case of UPVCC, from AS Building to Undergrad Building and vice-versa.

2. To secure the students and prevent street accidents. Reopening the second gate will prevent students from meeting street accidents because they will no longer rush for their next classes on the other building.

3. To remind the local government of Brgy. Lahug of its duty in securing the people from street accidents.

Implementation:

1. Respectfully request the UPVCC Administration to reopen the small second gate (the gate intended only for people) from 8:00 AM until 5:00 PM – the times interval when students cross at the other side of the building where their next classes will be held.

2. Recommend the UPVCC Administration to place one guard who will look after the said gate from 8:00 AM until 5:00 PM.

3. Recommend the UPVCC Student Council to send letter of request to the local government of Brgy. Lahug to place back one traffic aide on each of the two pedestrian lanes connecting the two buildings of UPVCC. The duty of the traffic aides will be from 10:30 AM until 3:00 PM.

4. Recommend the UPVCC Student Council to send letter of request to the local government of Brgy. Lahug to put a sign on each pedestrian lane to tell the public that students are crossing the lanes anytime.

5. Upon opening the small second gate, posters and other materials will be posted to inform the students that the said gate is already accessible.
